A Rostov resident of Azeri descent is accused under article on radicalism for calls to violate Armenians

In the village of Tselina of the Rostov region, the police detained a local resident (an ethnic Azerbaijani), named Alik Ibragimov. The detainee is accused of inciting hatred based on ethnicity. A criminal case has already been referred to the District Court of Tselinsky.

According to the investigation department of the Rostov region, “the accused, in a public place and in the presence of a large number of people publicly carried out statements inciting hatred against a group of people united on a national basis (Armenians), urging them to commit violent actions against persons of Armenian origin.”

“According to article 282 of the Criminal Code, the accused can face up to four years in prison. If the spoken words were recorded, then the offense will be considered complete. The chances of being justified are minimal,” told RUSARMINFO Karen Nersisyan, a member of the Moscow House of lawyers. Determining the causes of Ibragimov’s behavior will be decisive for the verdict, says Ruben Kirakosyan, a member of the «ARMROSS» Russian-Armenian Association of Lawyers.

“If the accused proves that he’s not a marginal and made the statements at the household level, a probation period can be set in regards to him. But if it is proved that his statements were dictated by the radical worldview, the punishment will be severe,» told RUSARMINFO Ruben Kirakosyan. It should be noted that Article 282 of the Criminal Code «Inciting hatred or enmity» is punishable by a fine of up to 300 thousand rubles, or correctional labor up to one year, or forced labor of up to 4 years, the maximum penalty for the offense involves imprisonment for up to 4 years.
